About Us


Powys Children and Young People’s Partnership (CYPP) is a cross agency group that has the overarching strategic responsibility for the planning, development and commissioning of services to meet the needs of children and young people.

Its role is to secure and enable effective interagency co-operation to improve outcomes for children and young people. The partnership brings together a wide range of interests including public, private, voluntary and community sectors. (Partnership Structure and Membership)

The CYPP is supported in their work by the Children and Young People’s Partnership Team which is hosted, on behalf of the CYPP, by Powys County Council.

The CYPP Vision

We want all children and young people living in Powys to reach their full potential by having access to the services they need and that those services value and respect them (and their parents and their carers) and promote their health, wellbeing, learning and development.

The principles which underpin the Partnership’s vision are:

  • That children, young people and their families will feel involved, informed, supported and empowered;
  • That children and young people will be actively safeguarded and protected from harm;
  • That there should be equality of access to services including linguistic equality;
  • That services are delivered by a skilled and effective workforce;
  • That we will maximise the efficient use of our resources to exceed minimum standards of quality;
  • That we will enhance our capacity for partnership working by stepping outside our traditional boundaries of service delivery whilst still recognising our individual skills and competencies;
  • That we are committed to the delivery of demonstrable improved outcomes for children, young people and their families.

The Partnership will put these principles into practice by:

  • Continuously engaging with children, young people and their families to understand their experience in seeking, accessing and/or receiving services and to learn from them how services, access and information may be improved.
  • Ensuring the development of an appropriate range of effective evidence-based services for children and young people (and their families) living in Powys and a strategy to communicate their availability.
  • Promoting and sustaining universal service provision to meet the needs of children and young people.
  • Facilitating continued access to universal services where children and young people have additional needs.
  • Re-positioning resources so to significantly enhance prevention and early intervention strategies and services.
  • Ensuring services are targeted at those at greatest risk and greatest need.
  • Ensuring that the child or young person is at the centre of service delivery.
  • Having in place services which respect diversity of language, religion, ethnicity and culture.
  • Working towards improved integration across agencies with respect to service provision and delivery.
